That is funny. I am able to do it on a fresh blend file. I wonder if there is a setting somewhere now? Try being in vertex mode rather than face mode and see if that helps?Try a brand new blend file. Mine is working in 2.830. I hide in edit mode and go to sculpt mode and vertices are still hidden.
Not really an answer to this question (as it dates from 2015), but be aware that this behavior has been changed in 2.9;
Faces, hidden in Edit Mode are no longer hidden in Sculpt Mode. Face Maps are the new way to go.

jjohna0531 in the latest version (2.91) this is fixed! Parts, hidden in Edit Mode now stay hidden in Sculpt Mode.
